Studying and Developing Guidelines to Provide Education for Distance Learning Via Satellite of Small-Sized Schools under Phitsanulok Primary Educational Service Area Office 1

Abstract
The purposes of this developmental research were to study the conditions of long distance learning management though satellite of Small-Sized schools under Phitsanulok Primary Educational Service Area Office 1, and develops guidelines for improving it. This quantitative and qualitative research consisted of 2 stages : studying the conditions and developing guidelines. The participants were 68 schools in the area. The data were collected by using a questionnaire and interview, and then analyses by mean, standard deviation (to compare with the set criteria) and content analysis. The results revealed that the overall conditions perceived by school administrations and teachers were at a high level with the highest mean on the production, basic factors and process, respectively. While the students and their guardians thought that the conditions were at a high level on the production, students’ satisfaction was higher than that of guardians. As for the guidelines, the results suggested 4 components as follows: Structure Oraganization & Personnel’s roles description Operation process Participation and Quality system design
