Project Evaluation for Developing English Teachers as Instructional Leaders (Boot Camp) of Regional English Training Centre (Northern)

Abstract

The purposes of the research were 1. to evaluate of Boot Camp project for developing English teachers as Instructional Leaders of Regional English Training Centre (Northern) by using CIPP model, and 2. to study the recommendations of the Boot Camp project for developing English teachers as instructional leaders of Regional English Training Centre (Northern). The population consisted of 71 participants from 25 secondary school teachers and 46 primary school teachers as well as 7 project operational committees, for a total of 78 informants.  The instruments used for collecting data were an interviewing form and a questionnaire with a reliability of 0.87. The statistics used for data analysis were frequency, percentage, mean, and standard deviation. The research results were as follows: the Boot Camp project evaluation by using CIPP model was overall at a high level.  Regarding consideration by each aspect from high to low were as follows: context, followed by input, process, and product, respectively.  As regards the recommendations of the Boot Camp project development for developing English teachers as instructional leaders of Regional English Training Centre (Northern) were as follows: the national test should be changed to speaking and listening skills according to this training course which objectives to train English teachers to use the communicative approach in teaching English for communication.  However, this training course was as opposed to the measurement of the English National Test which focused on reading and writing skills.  As we know that, students are studying for the future exams, not for communications, therefore, the English learning through communicative approach might not match up the needs of all students or their parents.
