Guidelines for Implementation of Teaching English Reform Policy in World Class Standard Schools

Abstract

The purposes of this study were 1. to study the state of implementation of English teaching reform policy in World class standard schools, 2. to present guidelines for implementation of teaching English reform policy in World class standard schools, by using a descriptive research. There are 5 phases of the research methodology: (1) to study the concept of implementing English teaching reform policy in World class standard schools, (2) to study the state of implementation of English teaching reform policy, (3) to draft guidelines for implementing English teaching reform policy, (4) to evaluate guidelines for implementing English teaching reform policies, and (5) to present guidelines for implementing English teaching reform policy. The results of the research were as follows: 1) the state of implementation of English teaching reform policy in World class standard schools had 8 components, overall the mean was very high.  The state consisted of Environmental conditions of social, economic and political, attitude of practitioners, bureaucratic/organization structures, features and performance of the agency, policy, rules and regulations of practices, communication and organizational resources, respectively, 2) guidelines for implementation of teaching English reform policy in World class standard schools, consisted of 3 parts: 2.1) introduction consisting of preface, principles of participation, quality system of management and principle of monitoring and purpose, 2.2) elements of policy implementation guidelines. There are 8 elements and a guideline for success, 26 operations, 2.3) successful images of policy include success images to administrators, teachers, students, schools, and country, and the guidelines for implementing the English teaching reform policy in World class standard schools found to be appropriate and feasible.
