บทคัดย่อ
การวิจัยในครั้งนี้มีวัตถุประสงค์ 1. เพื่อศึกษาสภาพการนำนโยบายการปฏิรูปการเรียนการสอนภาษาอังกฤษสู่การปฏิบัติในโรงเรียนมาตรฐานสากล 2. เพื่อนำเสนอแนวทางการนำนโยบายการปฏิรูปการเรียนการสอนภาษาอังกฤษสู่การปฏิบัติในโรงเรียนมาตรฐานสากล โดยใช้ระเบียบวิจัยเชิงบรรยาย การวิจัยมี 5 ขั้นตอน (1) ศึกษาแนวคิดเกี่ยวกับการนำนโยบายการปฏิรูปการเรียนการสอนภาษาอังกฤษสู่การปฏิบัติในโรงเรียนมาตรฐานสากล (2) ศึกษาสภาพการนำนโยบายการปฏิรูปการเรียนการสอนภาษาอังกฤษสู่การปฏิบัติ (3) ร่างแนวทางการนำนโยบายการปฏิรูปการเรียนการสอนภาษาอังกฤษสู่การปฏิบัติ (4) ประเมินแนวทางการนำนโยบายการปฏิรูปการเรียนการสอนภาษาอังกฤษสู่การปฏิบัติ และ(5) นำเสนอแนวทางการนำนโยบายการปฏิรูปการเรียนการสอนภาษาอังกฤษสู่การปฏิบัติในโรงเรียนมาตรฐานสากล ผลการวิจัย พบว่า 1) สภาพการนำนโยบายการปฏิรูปการเรียนการสอนภาษาอังกฤษสู่การปฏิบัติในโรงเรียนมาตรฐานสากล มี 8 องค์ประกอบ โดยภาพรวม มีค่าเฉลี่ยอยู่ในระดับมาก ดังนี้ สภาพแวดล้อมทางสังคม เศรษฐกิจและการเมือง ทัศนคติของผู้ปฏิบัติ โครงสร้างระบบราชการ/องค์การ คุณลักษณะและสมรรถนะของหน่วยปฏิบัติ นโยบายกฎระเบียบและข้อบังคับของแนวปฏิบัติ การสื่อความ และทรัพยากรองค์การ ตามลำดับ 2) แนวทางการนำนโยบายการปฏิรูปการเรียนการสอนภาษาอังกฤษสู่การปฏิบัติในโรงเรียนมาตรฐานสากล ประกอบด้วย 3 ส่วน คือ 2.1) บทนำ ประกอบด้วย ความนำ หลักการมีส่วนร่วม การบริหารจัดการด้วยระบบคุณภาพและการกำกับติดตาม และวัตถุประสงค์ 2.2) องค์ประกอบของแนวทางการนำนโยบายสู่การปฏิบัติ มี 8 องค์ประกอบ และมีแนวทางปฏิบัติสู่ความสำเร็จ 26 แนวดำเนินการ และ 2.3) ภาพความสำเร็จ ตามนโยบายต่อผู้บริหาร ครู นักเรียน โรงเรียน และประเทศ ส่วนแนวทางการนำนโยบายการปฏิรูปการเรียนการสอนภาษาอังกฤษสู่การปฏิบัติ พบว่า มีความเหมาะสมและเป็นไปได้มากที่สุด
