Desirable Characteristics of School Administrators in the 21st century as Perceived by the teacher in Ubonratchathani Primary Educational Service Area office 3

Abstract
The purposes of this study were to 1) study the desirable characteristics of school administrators in the 21st century 2) compare desirable characteristics of school administrators in the 21st century according thought of teacher classified by individual factor consisted of gender, degree of education and working experience 3) study the guidelines for development the desirable characteristics of school administrators in the 21st century. The research method was 2 stages: The first; study the desirable characteristics of school administrators in the 21st century, The samples were 118 peoples; the data was collected by rating scale questionnaire with index of item objective congruence between 0.67-1.00, discrimination index 0.38-0.92 and the reliability was 0.99.The data was analyzed by frequencies, percentage, average, and standard deviation. The comparison desirable characteristics of school administrators in the 21st century according thought of teacher classified by gender and degree of education by using independent samples t-test and classified by working experience was used one way analysis of variance. The second stage was to study the guidelines for development desirable characteristics of school administrators in the 21st century. The samples were 20 peoples. The tool for gathering data was the interview guidelines with its index of item objective congruence at 1.00 all item. The data was analyzed by content analysis. The results were as follows. 1. The desirable characteristics of school administrators in the 21st century in overall were at a high level, when considering in each aspect. There were at high level all 5 aspects; 1) personality 2) human relations 3) ethics 4) leadership and 5) management skills. 2. The comparison desirable characteristics of school administrators in the 21st century according thought of teacher classified by individual factor consisted of gender, degree of education and working experience were found that, there were not different in overall and all each aspect at the level of statistical significance 0.05. 3. The guidelines for development desirable characteristics of school administrators in the 21st century were as follows; 1) Personality aspect, the administrators should develop their emotion, intelligence and demeanor. 2) Leadership aspect, the administrators should develop them self for the best model in working and the leader in using technology for working. 3) Morality and ethics aspect, the administrators should develop the righteousness, neutrality, good governance and four sublime states of mind for guidelines on the management. 4) Knowledge and skills in management aspect, the administrators should develop their knowledge, skill in using technology and innovation for management 5) Human relation aspect, the administrators should develop the morale promoting, admiration and coaching in working.
