Strategies for the Human Resource Development in Academic Support Staff, Kamphaeng Phet Rajabhat University

Abstract

The purposes of this research were 1) to study the conditions, the problems, and the needs of the academic support staff of Rajabhat Kamphaeng Phet University, 2) to develop the strategies of the academic support staff of Rajabhat Kamphaeng Phet University, and 3) to evaluate the strategies of the academic support staff of Rajabhat Kamphaeng Phet University. The procedure was divided into 3 steps: 1) Studying the conditions, the problems, and the needs of the academic support staff of Rajabhat Kamphaeng Phet University by using the questionnaire with 153 support field officers of Rajabhat Kamphaeng Phet University and Rajabhat Kamphaeng Phet University Maesod. 2) Developing the strategies of the academic support staff of Rajabhat Kamphaeng Phet University by using SWOT analysis and workshop with 19 experts in human resource development of Rajabhat Kamphaeng Phet University. 3) Assessing the improved strategies was conducted with the consistency, suitability, feasibility, and utility by 19 experts. The data were analyzed by using percentage, mean, and content analysis. The findings were as follows: 1) The results of the conditions was in high level (mean = 3.72), the problems was in moderate level (mean = 3.45), and the needs was in high level (mean = 4.12) 2) The development strategy consisted of 3 missions, 3 goals , 3 main strategies, 7 sub strategies, 10 measurements, 12 indicators  namely (1) developing the efficiency all level of service and profession (2) increasing the research ability (3) supporting the higher level education (4) developing the quality of life, fringe benefit, and suitable working environment (5) setting the working consistency of human resource development of the support field officers plan (6) realizing  the working cultural with others (7) supporting work experience exchanging. 3) The consistency evaluation strategy of vision, missions, goals, main strategies, sub strategies, measurements, and indicators had found in high level. The consistency, suitability, and feasibility assessment had found in high to highest level.
