The Disaster Management Guidelines for Coastal Communities around Bandon Bay at Surat Thani Province, Thailand

Abstract

The objective of this research were to study the disaster situation; to assess the impact of the disaster; and to create a community master plan and disaster management plan of coastal communities around Bandon Bay at Surat Thani Province, under the participation of people in all 6 coastal communities, located Surat Thani Province. The 6 coastal communities consist of Ban Pak Nam Tha Kra Jai, Ban Pak Nam Tha Muang, Ban Had Sombun, Ban Pod, Ban Pak Don Sak, and Ban Nang Kam, Surat Thani Province and representatives from relevant sectors in the study area. The sample group is the people who lived in the coastal communities of all 6 communities by using random sampling without probability. The sample size is determined using the quota method of 50 people per community, totaling 300 people. Data collection using the study tools were community map, time line, community calendar, community health impact assessment, and questionnaire. The results revealed that the working group was able to study the problem of disaster, and assess the impact of the disaster, and create a community master plan and disaster management plan under the participation of the people in the community and related agencies. The results have been implemented into the disaster management plan which consists of “Disaster Management Guidelines” amount 3 ways and 5 sub-projects including 37 sub-activities. Research findings have been utilized that uses a framework and direction for policy making of governing local organizations. This research had established the community disaster management volunteers and 70 community researchers as a spatial mechanism to drive the results into actual practice.
