Legal Measures for Regulating Household Cannabis Cultivation in Thailand

Abstract
This study examines and analyzes legal measures related to household cannabis cultivation in Thailand, using a qualitative research approach. The objectives are: (1) to study and analyze laws concerning household cannabis cultivation, (2) to explore legal frameworks regarding cannabis regulations following the plant's removal from the narcotics list and its designation as a controlled herb, and (3) to propose guidelines for improving social and economic policies in Thailand. The findings suggest that Thailand should implement legal measures to balance the social, medical, and economic impacts of cannabis. The study recommends legal reforms that allow households to grow cannabis under a licensing and notification system, which includes details on the cultivation site and the number of plants. The permitted quantity may vary between general health users and patients requiring cannabis for medical purposes, with the latter potentially needing a medical opinion to support the application. Appropriate legal measures can ensure cannabis is used for health and economic benefits while maintaining public safety and social order.
