City Management Knowledge from Local Tax Map and Policy Recommendation : Nakhon Sawan Municipality Case Study

Abstract
This study investigates the new development in local administration under the so called “Local Tax Map” in associated with the Land and Building Tax, enacted in the year 2019 and effective since 2020. The new local tax map is a big data in the sense that it collects all land parcels and building units information in the local boundary area, with details such as land area, assessed land price, land use types, types of building, and geographical locations. Therefore, analyze regional comparative statistical data and estimate the relationship between asset value and related variables such as area size, building size, dummy zones and usage characteristics (shopping centers, hotels) affects the value of property. The regression estimates of property value (a combination of land value and building value) reflect that the New Land and Building Tax indicates marginal effect, i.e. an increase in land area and building area led to increase in property, and according local tax base.
