บทคัดย่อ
การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ มีวัตถุประสงค์ในการศึกษารูปแบบ สภาพปัญหา และแสวงหาแนวทางที่เหมาะสมในการดำเนินงาน ผลการวิจัยพบว่า 1) ตู้ยามโคบังชุมชนเกาะทวีที่นำรูปแบบป้อมตำรวจชุมชนเมือง (โคบัง) ของญี่ปุ่นมาใช้เป็นแนวทาง มีการดำเนินงาน คือ (1) การตรวจตรา ดูแลรักษาความสงบเรียบร้อยในชุมชน (2) รับแจ้งข่าว แจ้งเบาะแสการกระทำที่ผิดกฎหมาย (3) แก้ไขเรื่องราวร้องทุกข์ ระงับเหตุร้ายต่างๆ (4) จัดประชุมเพื่อหาแนวทางในการจัดการปัญหาร่วมกับชุมชน (5) ดำเนินกิจกรรมอื่นๆ ร่วมกับชุมชน 2) สภาพและปัญหา เช่น การขาดงบประมาณ อาสาสมัครตำรวจชุมชนมีจำนวนน้อย บางคนปฏิบัติหน้าที่ไม่เหมาะสม พกพาอาวุธปืน เรียกค่าตอบแทนในเชิงธุรกิจ ไม่มีความสม่ำเสมอในการออกตรวจ และปัจจุบันไม่มีการประชุมร่วมกัน เป็นต้น 3) แนวทางที่เหมาะสม เช่น ควรเพิ่มงบประมาณ เพิ่มจำนวนอาสาสมัครตำรวจชุมชน จัดอบรมให้อาสาสมัครตำรวจชุมชนมีความรู้ความเข้าใจ ในบทบาทหน้าที่ที่ถูกต้อง เพิ่มความถี่ ในการออกตรวจ ควรประชุมร่วมกัน กับประชาชนอย่างสม่ำเสมอ ไม่ควรให้อาสาสมัครตำรวจชุมชนพกพาอาวุธปืน และไม่ควรเรียกค่าตอบแทนในเชิงธุรกิจ เป็นต้น
