บทคัดย่อ
แนวทางการแก้ไขปัญหาในพื้นที่สามจังหวัดชายแดนภาคใต้ ควรประกอบไปด้วย 3 แนวทาง คือ 1) การทบทวนโครงสร้างของคณะกรรมการขับเคลื่อนการแก้ไขปัญหาจังหวัดชายแดนภาคใต้ (คปต.) และคณะทำงานศูนย์ปฏิบัติการอำเภอ (ศปก.อ.) โดยการบูรณาการการทำงานและการสื่อสารร่วมกันระหว่างเจ้าหน้าที่รัฐ ผู้ทำงานด้านสื่อ ผู้นำ และประชาชนในพื้นที่สามจังหวัดชายแดนภาคใต้ พร้อมทั้งการกำหนดเจ้าภาพหลักในการแก้ไขปัญหา 2) การแต่งตั้งคณะทำงานอิสระในการแก้ไขปัญหาสามจังหวัดภาคใต้ เพื่อให้มีการขับเคลื่อนการแก้ไขปัญหาในพื้นที่สามจังหวัดชายแดนภาคใต้อย่างต่อเนื่องแม้มีการเปลี่ยนแปลงรัฐบาล หรือผู้กำหนดนโยบายทั้งส่วนกลาง ส่วนภูมิภาค และส่วนท้องถิ่น 3) การมุ่งเน้นการพัฒนาเศรษฐกิจในพื้นที่สามจังหวัดชายแดนภาคใต้ ผ่านกระบวนการมีส่วนร่วมของสังคม เพื่อสร้างและพัฒนาเศรษฐกิจในพื้นที่สามจังหวัดชายแดนภาคใต้ ให้มีการเจริญเติบโตโดยสมดุลสอดคล้องกับต้นทุนและศักยภาพของพื้นที่สามจังหวัดชายแดนภาคใต้ นำไปสู่ความร่วมมือร่วมใจที่จะสร้างเศรษฐกิจและคุณภาพชีวิตที่ดีให้กับคนในพื้นที่ และเป็นแนวทางที่จะนำประชาชนสามจังหวัดชายแดนภาคใต้หลุดพ้นจากการใช้ความรุนแรงในก่อเหตุการณ์ความไม่สงบ อันจะส่งผลให้เกิดการเจริญเติบโตทางเศรษฐกิจแบบก้าวหน้า
