การบริหารปกครองแบบร่วมมือในการดำเนินงานศูนย์ฟื้นฟูสมรรถภาพผู้ที่มีภาวะพึ่งพิงองค์การบริหารส่วนตำบลดอยหล่อ

บทคัดย่อ
บทความวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาการบริหารปกครองแบบร่วมมือในศูนย์ฟื้นฟูสมรรถภาพผู้ที่มีภาวะพึ่งพิงองค์การบริหารส่วนตำบลดอยหล่อ โดยการประยุกต์ใช้ตัวแบบกรอบบูรณาการเพื่อการบริหารปกครองแบบร่วมมือเป็นกรอบการวิจัย ใช้การวิจัยเชิงคุณภาพ โดยเก็บข้อมูลจากเอกสาร และการสัมภาษณ์ผู้มีส่วนเกี่ยวข้องกับความร่วมมือจำนวน 8 คน เครื่องมือการวิจัยได้แก่แบบสัมภาษณ์แบบมีโครงสร้าง ผลการวิจัยพบว่าปัจจัยที่ทำให้เกิดการบริหารปกครองแบบร่วมมือ ได้แก่ นโยบายด้านการดูแลผู้สูงอายุระยะยาว และสถานการณ์ด้านผู้มีภาวะพึ่งพิงในพื้นที่ ตัวขับเคลื่อนความร่วมมือ ได้แก่ การพึ่งพาซึ่งกันและกัน ผู้นำที่ริเริ่ม และแรงจูงใจของหน่วยงาน หลักการทำงานร่วมกัน ได้แก่ การปรึกษาหารือร่วมกัน และการกำหนดแนวปฏิบัติร่วมกัน หลักความสามารถในการทำงานร่วมกัน ประกอบด้วย การจัดกระบวนการและสถาบัน และภาวะผู้นำ ผลผลิตของความร่วมมือคือการก่อตั้งศูนย์ฟื้นฟูฯ ผลลัพธ์คือทำให้วิสัยทัศน์ของหน่วยงานบรรลุผล และไม่พบปัญหาที่มีนัยสำคัญต่อความร่วมมือ
