กลยุทธ์ในการสร้างการมีส่วนร่วมของประชาชนที่ส่งผลต่อการพัฒนาท้องถิ่นของ องค์กรปกครองส่วนท้องถิ่นจังหวัดพิจิตร

บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ระดับกลยุทธ์ในการสร้างการมีส่วนร่วมของประชาชนและระดับการพัฒนาท้องถิ่น (2) เปรียบเทียบกลยุทธ์ในการสร้างการมีส่วนร่วมของประชาชนที่ส่งผลต่อการพัฒนาท้องถิ่นจำแนกตามปัจจัยส่วนบุคคล และ (3) ความสัมพันธ์ระหว่างกลยุทธ์ในการสร้างการมีส่วนร่วมของประชาชนกับการพัฒนาท้องถิ่นขององค์กรปกครองส่วนท้องถิ่นจังหวัดพิจิตร กลุ่มตัวอย่างคือประชาชนผู้มีสิทธิ์เลือกตั้งขององค์กรปกครองส่วนท้องถิ่นจังหวัดพิจิตร ปี พ.ศ. 2567-2568 จำนวน 400 คน ได้มาจากการสุ่มแบบสัดส่วนอย่างบังเอิญ เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามที่ผ่านการตรวจสอบความเที่ยงตรงเชิงเนื้อหาโดยผู้เชี่ยวชาญ มีค่าดัชนีความสอดคล้อง (IOC) เท่ากับ .84 และมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ .812 วิเคราะห์ข้อมูลโดยใช้ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที การวิเคราะห์ความแปรปรวนทางเดียว และค่าสัมประสิทธิ์สหสัมพันธ์เพียร์สัน ผลการวิจัยพบว่า 1) กลยุทธ์ในการสร้างการมีส่วนร่วมของประชาชนและระดับการพัฒนาท้องถิ่นอยู่ในระดับมาก 2) ประชาชนที่มีอายุต่างกันมีกลยุทธ์ในการสร้างการมีส่วนร่วม แตกต่างกัน และ 3) กลยุทธ์ในการสร้างการมีส่วนร่วมของประชาชนมีความสัมพันธ์ทางบวกกับการพัฒนาท้องถิ่นขององค์กรปกครองส่วนท้องถิ่นจังหวัดพิจิตร ทั้งในภาพรวมและรายด้านอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 โดยมีค่าสัมประสิทธิ์สหสัมพันธ์รวมอยู่ในระดับสูง (r = .77) แสดงให้เห็นว่าเมื่อองค์กรปกครองส่วนท้องถิ่นให้ความสำคัญกับการดำเนินกลยุทธ์ในการสร้างการมีส่วนร่วมของประชาชนมากขึ้น ระดับการพัฒนาท้องถิ่นจะเพิ่มสูงขึ้นตามไปด้วย สอดคล้องกับสมมติฐานการวิจัยข้อที่ 2 ที่กำหนดว่ากลยุทธ์ในการสร้างการมีส่วนร่วมของประชาชนมีความสัมพันธ์ทางบวกกับการพัฒนาท้องถิ่นขององค์กรปกครองส่วนท้องถิ่นจังหวัดพิจิตร อย่างมีนัยสำคัญทางสถิติ
