Professional Executing Officer

Currently, there are three possible models of executing officers, i.e. (i) public executing officer model, which can be seen in Singapore, (ii) private and professional executing officer model under supervision of the government authority, which can be seen in France and (iii) hybrid model consisting of both private and public executing officer, which can be seen in England.
Based on the study, there is no apparent evidence to illustrate which model between private executing officer and public executing officer models is more effective and efficient. However, the outcome of the study reflects two relevant issues that should be taken into account:
(1) The countries, which are ranked in the top positions for efficiency of enforcing, commonly apply the professional executing officer model; and
(2) The application of either private executing officer model or public executing officer model is normally based on the underlying conception of whether the cost of enforcement should be borne by the government or private party.
Fundamental principles of executing officer profession rely on specialized knowledge and expertise qualification, appropriate rate of remuneration for profession, and standard of professional ethics.
