Abstract

ในการกำหนดให้มีกฎหมายเฉพาะเพื่อกำหนดหลักเกณฑ์และวิธีการเกี่ยวกับการประเมินมูลค่าทรัพย์สินอันมีวัตถุประสงค์เพื่อให้นำไปใช้เป็นหลักเกณฑ์อ้างอิงหรือเป็นฐานในการจัดเก็บภาษีอากรและค่าธรรมเนียมตามกฎหมายว่าด้วยการนั้น หรือเพื่อใช้ในการปฏิบัติงานอื่นของหน่วยงานของรัฐ กระทรวงการคลังมีอำนาจหน้าที่เกี่ยวกับการประเมินทรัพย์สินสมควรเตรียมการยกร่างหลักเกณฑ์และวิธีการในกฎหมายลำดับรองเพื่อรองรับการบังคับใช้ร่างกฎหมายระดับพระราชบัญญัติที่จะมีผลใช้บังคับในอนาคตอันใกล้ โดยให้มีการศึกษาวิเคราะห์เปรียบเทียบกับหลักกฎหมายต่างประเทศประกอบด้วย
