Problems of Thailand in the Implementation of the Convention on Facilitation of International Maritime Traffic , 1965

Although Thailand has been bound by the Convention on Facilitation of International Maritime Traffic, 1965 (FAL) since its adoption in the 28th November 1991, its implementation is still incomplete in spite of the issuance of the Regulations of the Office of the Prime Minister on Facilitation of International Maritime Traffic, 2008. However, Thailand is not deemed to have violated the obligation considering the notification of the differences between the standards contained in the annex of the Convention and the Thai laws. Nevertheless, the problems in such implementation may result in the lack of certain rules which could be significant and beneficial. Moreover, achievement of such implementation would yield higher encouragement for foreign shipping companies to commerce in the navigable waters of Thailand.
