Guidelines for the Reformation of Thai Environmental Fund

The Environmental Fund is a fund which serves as a vital mechanism for enhancing and conserving the quality of the environment. Research into Thailand’s Environmental Fund has revealed certain limitations which weaken its major role. This article thus aims to present the findings of the research on the guidelines for the reformation of the Environmental Fund. The focus of this article is on examining public law that relates to the fund’s structure and its operation. The discussion centers on the examination of administrative law concerning the organization of the State and the classification of funds, as well as public finance law concerning the principles and the legal provisions concerning the operation of the fund. In addition, this research analyzes the limitations of the Environmental Fund by considering its fund structure, legal status, and operation. The ultimate goal of this work is to provide guidance on the development of Thailand’s Environmental Fund in order to ensure its compliance with the national reform plan on natural resources and environment, whose goal is to support the flexibility of the management of the Environmental Fund, its expertise, and its critical role in solving environmental issues and promoting a sustainable future of environment conservation in Thailand.
