Tracking and Tracing to Eliminate Illicit Trade of Tobacco Products

The trade in illicit tobacco products has grown up by 30 percent, reducing potential tobacco tax revenues. It is imperative to improve supply chain control system by adopting an international mechanism of tracking and tracing, for tobacco products. The study proposes Thailand should join the Protocol on the Elimination of Illegal Tobacco Products and develop additional domestic laws in accordance with the obligations to the Protocol. Therefore, as amended in the Excise Act B.E. 2560 (2017), Thai government can: 1) issue a provision relating to the categories of types and characteristics of tobacco stamps, codes, or unique identification marks, on external cigarette packaging, in order for effectively tracking and tracing process. Moreover, this measure covers all systems for tracking and tracing relevant tax points: point of discharge at manufacturing place; point of importation, or exportation from customs, or excise control 2) add provisions on the control of production equipment and manufacturing components; 3) detail guidelines and protocol on registration for permit/licensing application, in order to obtain a comprehensive production and trading information.
