René Guyon’s Draft Constitution

René Guyon, who later changed his nationality to Thai under the name Pichan Bulayong, was one of the key players in the process of modernizing the Thai legal system. As a legal drafting advisor, he usually conducted comparative law studies and prepared proposals in the form of reports or draft laws for relevant parties to use as databases or preliminary materials for discussion. One of his works is “Suggestions for a Constitution of the Kingdom of Siam” which was prepared while the country was drafting the first “permanent Constitution” after the revolution in June 1932, in which the Provisional Constitution of the Kingdom of Siam was promulgated.
Guyon’s proposal, formulated in the form of a draft constitution, is a critical bridge between the country's two aforementioned highest laws. An analytical study found that there were several suggested provisions or principles that were finally adopted in the permanent Constitution. The research also shows that there are many foreign constitutional laws that influenced the development of Thai constitutional law but were not widely known or studied before.
