DEVELOPMENT OF A DIATANCE LEARNING TELEVISION EXTENSION POLICY IMPLEMENTATION MODEL IN SMALL SCHOOLS

Abstract

The purpose of this mixed method research was to develop an effective and suitable model of extending the results of satellite based distant education policy implementation in small-size schools. Five steps of the methodology were as follows. 1) Defining scopes of policy implementation; 2) Investigating current situation problems and needs for implementation of extending the results of satellite based distant education policy in small-size schools. The statistics used was PNI modified; 3) Developing a model of policy implementation; 4) Evaluating the developed model by nine experts by means of focus group discussion; and 5) Proposing the model of policy implementation.

Results of the research showed that the model consisted of three sections. The first section comprised of introduction, principle, and objectives. The second section composed of nine elements of policy implementation, namely: 1) policy standard, 2) resources, 3) communication, 4) law enforcement, 5) characteristics of implementing units, 6) political conditions, 7) practitioner attitude, 8) inter organization relationship, and 9) leadership. The third section was conditions for application of the model. Evaluation of the model showed that it was suitable at the very high level.
