Abstract

This research aimed to 1. study interactions and working relationship among disaster management related agencies 2. examine the obstacles and problems on tasks and 3. provide guidance on improving effective and efficient mobilization of National Disaster Prevention and Mitigation Plan 2015. This qualitative research uses the concept of Intergovernmental Relations (IGRs) to analyse and explain the significance of their coordinating functions in plan mobilization. Preliminary findings reveal that although the national disaster plan has a full coverage of Integrated mechanism in both function-based dimensions and area-based dimensions, the overall view of plan execution still has limitations in communication and translation of strategic goals and key components of the national plan into actionable initiatives. In function-based dimensions, related ministries and departments need to understand their and each other's roles and functions. In area-based dimensions, local governments are on the front line of providing an operational plan, yet requirements for the risk assessment are still lacking. In district level, district chief as a district incident commander require a supportive structure to handle a situation that occurred in its jurisdiction. As mentioned, these facts affect the overall of disaster risk assessment at provincial level. To improve the mobilization effectively and efficiently, Department of Disaster Prevention and Mitigation (DDPM) has a major role in endorsing integration among related agencies.
