Factors to the Success of Village Fund Policy Implementation: Case Study of the Village Funds that Developed into Community Financial Institutions in Samutprakan Province

Abstract

This research aims to study factors to the success of village fund policy implementation. The case study is the village funds that developed into community financial institutions in Samutprakan province. I have used qualitative research; I analyse information collected from documents, in-depth interview, and observation.

The research shows that factors to the success of village fund policy implementation    are as followed: 1. Clarity of the policy. 2. Communication within the organisation. 3. Potential  of the organisation. 4. The attribute of the policy implementer. 5. Coordination and cooperation.

I have further solutions to suggest. In term of the policy, National Village and Urban Community Fund Office should build a decent standard computer program and also build                       a standard of debt collection and educate the board member as well as increase the number      of the officer. Their manual of evaluating the performance should have indicators in an objective manner. The board member should always review the rule of fund office. Also, it should have the policy to train and educate their member in order to build morality as well as create an understanding of the negative effect of not paying the debt. Moreover, on the practical side, the board member should be good and competent people. The government should evaluate the performance of the fund office under good standard abide the good governance. The decision to lend should abide the rule strictly. The board and the member should communicate more and lastly, the president of the fund office should be a person with knowledge and ability, with good governance, and also selfless and dedicated to the community.
