Relations between Turnover Labour shortage Labour law & regulation and Trade union that Affect to Administration Foreign Labour

This research aims 1) to determine the labour turnover, labour shortage, labour laws and regulations, as well as foreign labour administration in Chonburi 2) to study the relationships between the labour turnover, labour shortage, labour laws and regulations, trade union affecting on the management of foreign labour in Chonburi.In order to find the results, the researcher used a combination of quantitative and qualitative methods. The samples of the quantitative method were 300 people, which were state agency officials working with foreign labour, and it was completed by using questionnaires. Statistics used for data analysis were descriptive statistics and structural equation modeling analysis. The samples of the qualitative method were 10 chief executives from both public and private sectors, and the data was collected by depth interviews.The results showed that 1) the labour turnover, labour shortage, labour laws and regulations, trade union, and foreign labour management was highly agreed 2) the mocked-up structural model revealed that the foreign labour management was dependent on foreign labour laws and regulations and trade union. On the other hand, the labour shortage was varied by the labour turnover, labour laws and regulation, and trade union. As well as, the trade union was depended on the labour turnover and labour laws and regulation. However, the labour turnover was only altered by the labour laws and regulations. Apart from that, the quantitative result was consistent to the qualitative result that the effective foreign labour management should require a cooperation from both public and private sectors; as well as, the awareness of labour laws and regulations and decent relationship between employers and foreign labours should be promoted publicly.
