The purpose of this study was threefold: firstly, to study the present situations,problems, as well as the current management of Phuket; lastly, to suggest strategies of management in Phuket more efficiently into the 3 stages of qualitative research designs. The 3 stages of qualitative research design included: Stage I, documentary and survey research studies; Stage II, establishing management by using the techniques of in depth interviewing 22 experts; and Stage III, discussion and suggestion techniques from 15 experts in both local and country levels were operated. Research findings were as follows. Strategies of management in Phuket were presented by 13 items of management called “The Great Pearl” as follows: 1) T : Team leader administrator 2) H: High up sustainable development concept 3) E : Enable to build understanding for The Provincial Department Quality 4) G : Good governance administration 5) R :Regulation by laws self-administered 6) E : Efficiency administration 7) A : Assurance security with guarantee and safety 8) T : Tax administration 9) P : Participation and collaboration 10) E : Effective transportation system to telecommunication development 11) A : Audit in internal state 12) R : Results in efficiency administration and 13) L : Leader for changes
