The Formulation of Strategic Plans for Human Resource Management of the Safe Road Fund (2019-2021)

Abstract

                   The five main objectives of the study on the Formulation of Strategic Plans for Human Resource Management of Safe Road Fund (2019-2021) were as follows: 1) to evaluate Safe Road Fund’s current capacity on human resource management; 2) to develop organizational structure, a manpower blueprint, and construct an evaluation plan for the mission; 3) to formulate human resource management guidelines in accordance with the Safe Road Fund’s strategic plan (2019-2021); 4) to execute ‘indicator number 4.5’ on the human resources management evaluation as specified in the memorandum with the Ministry of Finance (2018); and 5) improve greater understanding and transparency, as well as to cultivate higher participation among Safe Road Fund employees. The research was qualitative research, in which the documentary research method was used along with in-depth Interviews. The interviews were conducted with the executives and employees of Safe Road Fund. 

            This study found that:

  1. There was frequent employee rotation in the Human Resource Department of Safe Road Fund. This created work inconsistency and disrupted the after action review process.
  2. The organizational structure was comprised of 3 departments, 1 division, and 1 unit as follows: 1) revenue management, 2) fund management, 3) accounting and finances, 4) general administration, and 5) internal affairs. On top of 147 current positions, another 123 employments were required for future task completion.
  3. The Human Resource Department had formulated work strategies correspondingly to the objectives deployed by the Safe Road Fund, in which the vision was to effectively and efficiently administer human resources that is answerable to Safe Road Fund’s mission. Retrospectively, the 3 main strategies primarily focus on evaluation, manpower planning, and human resource development.
  4. The Safe Road Fund had ensured the basic factors of human resource management in terms of; networking capital, job specification, job description, and work evaluation in accordance with deployed missions. The result showed the planning was well executed and exceeded initial expectations.
  5. The Formulation of Strategic Plans for Human Resource Management of the Safe Road Fund (2019-2021) subsequently initiated annual implementation plans for the development of human resource management. The goal was to improve understanding, increase transparency, and urge higher participations in trust fund management.
