Abstract

The objective of this research was to study: 1. Operating guidelines for success in cooperation between community leader and the local administrative organization;2. Problems and obstacles in the operating guidelines for success in the cooperation between community leaders and the local administrative organization. This research was qualitative research conducted by means of phenomenology data collection with in-depth interviews and participant observation. The main informants were the community leader and 20 people who were subdistrict administrative organization officers of the Bangsakae district. The results showed that: 1. Cooperation for success should have management processes which match and correspond to adequate management resources for working, especially manpower and equipment, from the beginning to end of the operation process. Colleagues have to cooperate voluntarily by providing their skills, giving opportunities to their colleagues able to express their opinion or comment independently and equally. They should communicate straightforwardly about work details. In addition, community leaders and manager have to show leadership, do not stick to roles and authority, law, or rule, should be selfless, listen and respect opinions of colleagues, make a good work relationship, and encourage every colleague’s training and development to the next level. 2. Problems and obstacles in operating guidelines were lack of communication and clear agreements, individual unwillingness to cooperate in activities, concealment of information and mistakes at work, and failure to emphasize on building morale and encouragement to work.
