Abstract
The advancement of technology in the 21st Century has great influence on the present economic and social development of Thailand. Also, the educational development policy that aims at developing learners to have important skills in the 21st Century results in teachers having to change their former roles to the roles that enable them to determine the clear direction and goal of the learning management plan, and to be able to use the systematic process to identify the matters that challenge the learners in learning management. Furthermore, they must be able to apply their knowledge and skills in determination and setting up the learning management framework that challenges the learners with the selection of appropriate learning management model, learning management techniques, and learning promotion technology. This article presents the need to change the roles of teachers in the 21st Century, the learning management design in the 21st Century, the important tools for teachers as instructional designers in the 21st Century, and the roles of teachers as the learning management designers in the 21st Century which will be guidelines for learning management in accordance with the needs of the country in the future.
