บทคัดย่อ

สหรัฐอเมริกาเป็นสาเหตุหลักที่ทำให้เกาหลีเหนือพัฒนาอาวุธนิวเคลียร์ การดำเนินนโยบายเกาหลีเหนือของสหรัฐฯ จึงส่งผลต่อสถานการณ์นิวเคลียร์บนคาบสมุทรเกาหลีอย่างมีนัยสำคัญ สถานการณ์นิวเคลียร์บนคาบสมุทรเกาหลีที่แปรปรวนตั้งแต่ปี ค.ศ. 2000 เป็นต้นมา ส่วนหนึ่งเป็นผลมาจากการดำเนินนโยบายเกาหลีเหนือของสหรัฐฯ ที่ไม่คงที่ เนื่องจากสหรัฐฯ ปรับเปลี่ยนนโยบายเกาหลีเหนือทุกครั้งที่มีการเปลี่ยนรัฐบาลใหม่ ดังนั้น จึงเกิดคำถามที่น่าสนใจคือ “ปัจจัยใดที่ส่งผลต่อการขับเคลื่อนนโยบายเกาหลีเหนือของสหรัฐฯ ในช่วงปี ค.ศ. 2000-2018” ข้อสันนิษฐานเบื้องต้นคือ อิทธิพลจากแนวคิดของพรรคการเมืองที่ประธานาธิบดีแต่ละคนสังกัด ส่งผลให้ประธานาธิบดีสหรัฐฯ ในแต่ละสมัยดำเนินนโยบายตามแนวทางของพรรคและแตกต่างจากนโยบายของประธานาธิบดีที่มาจากต่างพรรค อย่างไรก็ตาม ข้อสันนิษฐานนี้
ไม่สามารถอธิบายแนวนโยบายของสหรัฐฯ ได้ทั้งหมด เพราะมีบางช่วงที่ประธานาธิบดีไม่เห็นด้วยกับแนวทางของพรรค อีกทั้งยังต้องนำโครงสร้างความมั่นคงในภูมิภาคเอเชียตะวันออก และพฤติกรรมของเกาหลีเหนือในขณะนั้นมาประกอบการพิจารณากำหนดนโยบายเกาหลีเหนือด้วย บทความนี้จึงมุ่งแสดงให้เห็นว่า ประธานาธิบดีสหรัฐฯ ใช้ทั้งปัจจัยภายในและภายนอกประกอบการตัดสินใจเพื่อขับเคลื่อนนโยบายเกาหลีเหนือตลอดสองทศวรรษ
