ผลกระทบของการพัฒนาที่อยู่อาศัยที่มีต่อการพัฒนาคุณภาพชีวิตคนจนเมืองริมคลองในเขตกรุงเทพมหานคร

โครงการพัฒนาที่อยู่อาศัยชุมชนริมคลองเป็นส่วนหนึ่งของนโยบายรัฐบาลเพื่อแก้ปัญหาสิ่งปลูกสร้างรุกล้ำลำคลองของชุมชนต่าง ๆ เพิ่มศักยภาพการระบายน้ำของคลองสาธารณะในกรุงเทพฯ และปริมณฑล และป้องกันน้ำท่วม หลังจากที่เคยประสบปัญหาอุทกภัยเมื่อปี 2554 โครงการดังกล่าวยังส่งผลกระทบเชิงบวกต่อการพัฒนาคุณภาพชีวิตของประชาชนที่เข้าร่วมโครงการด้วย บทความนี้จึงมุ่งนำเสนอให้เห็นถึงการพัฒนาคุณภาพคุณภาพชีวิตของประชาชนจากโครงการพัฒนาที่อยู่อาศัยชุมชนริมคลอง และความท้าทายของโครงการดังกล่าว ผลการศึกษา พบว่า โครงการส่งผลกระทบในเชิงบวกต่อการพัฒนาคุณภาพชีวิตของประชาชนใน 4 ด้าน ได้แก่ การพัฒนาคุณภาพชีวิตด้านจิตใจ ด้านร่างกาย ด้านสิ่งแวดล้อม และด้านความสัมพันธ์ทางสังคม อีกทั้งยังได้เปลี่ยนวาทกรรมชุมชนแออัด ผู้บุกรุกที่ดินสาธารณะ และแหล่งพักยาเสพติดกลายเป็นชุมชนต้นแบบและแหล่งเรียนรู้ด้านการพัฒนาที่อยู่อาศัย ส่วนความท้าทายของโครงการนี้คือการมีส่วนร่วมของสมาชิกในชุมชนที่ส่งผลให้การพัฒนาที่อยู่อาศัยมีความล่าช้า มีความขัดแย้งระหว่างสมาชิกในชุมชน มีแนวโน้มที่สมาชิกบางส่วนจะขาดวินัยทางการเงินในการจ่ายสินเชื่อบ้านแก่สหกรณ์เคหสถาน และการเปลี่ยนแปลงนโยบายของรัฐบาลชุดใหม่ที่อาจทำให้ขาดการบูรณาการของหน่วยงานรัฐต่าง ๆ ในการแก้ปัญหาชุมชนร่วมกัน
