องค์การบริหารส่วนตำบลท่าทราย ยังประสบปัญหาในการให้บริการสาธารณะได้อย่างมีประสิทธิภาพและเป็นไปตามหลักการของการให้บริการสาธารณะ เช่น ด้านโครงสร้างพื้นฐานด้านปัญหาเรื่องร้องเรียนร้องทุกข์ และการพัฒนาระบบข้อมูลข่าวสาร สารสนเทศขององค์กรให้มีประสิทธิภาพ การวิจัยครั้งนี้เป็นแบบผสานวิธี มีวัตถุประสงค์ 1) ศึกษาระดับคุณภาพการให้บริการสาธารณะด้านโครงสร้างพื้นฐานขององค์การบริหารส่วนตำบลท่าทราย 2) เพื่อเปรียบเทียบความคิดเห็นด้านคุณภาพการให้บริการสาธารณะด้านโครงสร้างพื้นฐานขององค์การบริหารส่วนตำบลท่าทราย จำแนกตามปัจจัยส่วนบุคคล 3) ศึกษาการให้บริการสาธารณะด้านโครงสร้างพื้นฐานที่ส่งผลต่อคุณภาพการให้บริการ และ 4) นำเสนอแนวทางการพัฒนาคุณภาพการให้บริการสาธารณะ ด้านโครงสร้างพื้นฐาน การวิจัยเชิงปริมาณ กลุ่มตัวอย่างได้แก่ประชาชนในเขตพื้นที่องค์การบริหารส่วนตำบลท่าทราย จำนวน 400 คน วิเคราะห์ข้อมูลโดยใช้การแจกแจงความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การทดสอบค่าที การวิเคราะห์ความแปรปรวนทางเดียว และการถดถอยพหุคูณ การวิจัยเชิงคุณภาพ ผู้ให้ข้อมูลสำคัญ จำนวน 12 คน ใช้การสัมภาษณ์เชิงลึก วิเคราะห์ข้อมูลด้วยการวิเคราะห์แก่นสาระ ผลการศึกษาพบว่า 1) คุณภาพการให้บริการสาธารณะด้านโครงสร้างพื้นฐาน อยู่ในระดับมากที่สุด 2) ประชาชนที่มีปัจจัยส่วนบุคคลแตกต่างกันมีความคิดเห็นด้านคุณภาพ การให้บริการสาธารณะด้านโครงสร้างพื้นฐานแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.001 3) การให้บริการสาธารณะด้านโครงสร้างพื้นฐานส่งผลต่อคุณภาพการให้บริการอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 และ 4) แนวทางการพัฒนาคุณภาพการให้บริการสาธารณะด้านโครงสร้างพื้นฐาน พบว่าควรมีการฝึกอบรมการให้บริการอย่างมีคุณภาพให้แก่ผู้ปฏิบัติงานอย่างต่อเนื่อง
