Abstract

บทคัดย่อ

การศึกษาวิจัยครั้งนี้ มีวัตถุประสงค์คือ 1) เพื่อศึกษาระดับการมีส่วนร่วมของประชาชนในการเข้าร่วมกิจกรรมโครงการตำรวจชุมชนและมวลชนสัมพันธ์ ของสถานีตำรวจภูธรนาดินดำ อำเภอเมือง จังหวัดเลย เพื่อป้องกันและแก้ไขปัญหาอาชญากรรมและยาเสพติด ตลอดจนปัญหาความปลอดภัยในชีวิตและทรัพย์สิน ในเขตพื้นที่รับผิดชอบ 2) เพื่อศึกษาเปรียบเทียบความแตกต่างระดับการมีส่วนร่วมของประชาชนในการเข้าร่วมกิจกรรมโครงการตำรวจชุมชนและมวลชนสัมพันธ์ ของสถานีตำรวจภูธรนาดินดำ อำเภอเมือง จังหวัดเลย โดยจำแนกตาม เพศ อายุ การศึกษา อาชีพรายได้ และระดับความถี่ในการร่วมกิจกรรม  กลุ่มตัวอย่างที่ใช้ในการวิจัยในครั้งนี้ ได้แก่ ประชาชนที่มีอายุตั้งแต่ 16 ปีขึ้นไป ในชุมชน/หมู่บ้าน ที่เป็นเป้าหมายตามโครงการตำรวจชุมชนและมวลชนสัมพันธ์ ของ สถานีตำรวจภูธรนาดินดำ อำเภอเมือง จังหวัดเลย ที่ได้กำหนดขึ้นและเข้าปฏิบัติงานตามโครงการฯ ประจำปีงบประมาณ 2558 ซึ่งมีจำนวน 5 หมู่บ้าน 2 ตำบล จำนวน 359 คน ใช้การวิจัยเชิงปริมาณ ใช้แบบสอบถามเป็นเครื่องมือในการจัดเก็บรวบรวมข้อมูล และสถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน t-test และ F-test 

ผลการวิจัยพบว่า  การมีส่วนร่วมของประชาชนในการเข้าร่วมกิจกรรมโครงการตำรวจชุมชนและมวลชนสัมพันธ์ ของสถานีตำรวจภูธรนาดินดำ อำเภอเมืองเลย จังหวัดเลย โดยภาพรวม มีส่วนร่วมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า การมีส่วนร่วมในกิจกรรมการวิเคราะห์ข้อมูลเพื่อศึกษาปัญหาและเสนอความต้องการของชุมชน และการมีส่วนร่วมในกิจกรรมการประชุมวางแผน อยู่ในระดับมาก ทั้งนี้อาจเป็นเพราะว่าประชาชนให้ความสำคัญในกิจกรรมที่มีผลต่อชีวิตและทรัพย์สินของตนเอง  มีความสนใจ และใส่ใจต่อสภาพปัญหาของชุมชน และเข้าใจในกระบวนการ การดำเนินงานชุมชนและมวลชนสัมพันธ์ อีกทั้งมีข้อมูลเกี่ยวกับอาชญากรรมในท้องถิ่นที่ตนเองอาศัย สำหรับ ระดับการมีส่วนร่วมในกิจกรรมการป้องกันและปราบปรามอาชญากรรมและกิจกรรมการพัฒนาชุมชน และระดับการมีส่วนร่วมในกิจกรรมการตรวจสอบและติดตามประเมินผล อยู่ในระดับปานกลาง อาจเป็นเพราะประชาชนบางส่วนคิดว่า การป้องกันและปราบปรามอาชญากรรม เป็นการปฏิบัติที่เสี่ยงภัย ไม่ปลอดภัยสำหรับประชาชนที่จะเข้าร่วมกิจกรรม และเห็นว่าเป็นหน้าที่หลักของหน่วยงานตำรวจเท่านั้น  ส่วนการตรวจสอบและติดตามประเมินผล ประชาชนบางส่วนอาจมองว่าเป็นงานในหน้าที่ของหน่วยงานราชการหรือราชการส่วนท้องถิ่นที่เกี่ยวข้องเท่านั้นที่เป็นผู้ดำเนินการ อีกทั้งยังขาดความรู้ความเข้าในเรื่องการตรวจสอบและประเมินผล

Abstract

The purpose of this research were to : 1) to study level  the participation of population to participate in activities of the community police project and public relations of Nadindam police station Muang, Loei for protecting, crime solving, drug and the problem of safety in life and assets in the responsible area zoon. 2) to compare the different participation level of population about participation in activities of the community police project and public relations of Nadindam police station Muang, Loei  by distinguishing followed sex, age, education, career, salary, and frequency of participation in activities.  The sample size of this research were 16 years old upper in the community and the villages that were prospect  in community police project and public relations of Nadindam police station Muang, Loei for protection crime solving and drug in 2015 which were 5 villages 2 sub-districts : total was 359 persons.  The tool used for data collection was a questionnaire, and the statistics used for data analysis, mean, standard deviation, t-test, and F-test.

The results of the study were:

The participation of population to participate in activities of the community police project and public relations of Nadindam police station Muang, Loei as a whole was at high level and consider by aspect was the participation in data analysis activities for study problems and prefer needing of community and participation of activities about meeting and planning was at high level; may be due to focus on the popular to cooperate with police; because such events affect the lives and property of the self-interested and attentive to the problems of the community and understanding of the process operations and community relations. There is also information about local crime on their lives; the focus of such activities; for the level of participation in activities to prevent and crime suppression and community development activities; and the level of participation in the activities of monitoring and evaluation is moderate; may was some think people; preventing and crime suppression the operational risk not safe for the public to attend the event and to be the primary duty of the police agencies only. The monitoring and evaluation; some people may be seen as the responsibility of government agencies or local government involved only, more over they no had knowledge and understanding about to monitoring and evaluation.
