Abstract

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อ  1) ศึกษาสภาพปัญหา การบริหารจัดการโรงเรียนขนาดเล็ก ในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเลย เขต 2  2) พัฒนารูปแบบการบริหารจัดการโรงเรียนขนาดเล็ก ในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเลย เขต 2  3) ตรวจสอบและประเมินการพัฒนารูปแบบการบริหารจัดการโรงเรียนขนาดเล็ก ในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเลย เขต 2  ใช้รูปแบบการวิจัยและพัฒนา โดยมีขั้นตอนการวิจัย 4 ระยะ คือระยะที่ 1 การศึกษาสภาพปัญหาการบริหารจัดการโรงเรียนขนาดเล็ก  ระยะที่ 2  กำหนดรูปแบบการบริหารจัดการโรงเรียนขนาดเล็ก ระยะที่ 3  ทดลองใช้รูปแบบ และระยะที่ 4  ประเมินผลการทดลองใช้รูปแบบ กลุ่มตัวอย่างในการให้ข้อมูล ได้แก่  ผู้ทรงคุณวุฒิที่เป็นกลุ่มเป้าหมายในการสัมภาษณ์เชิงลึก จำนวน  8 คน ผู้ทรงคุณวุฒิที่เป็นกลุ่มเป้าหมายในการสนทนากลุ่ม จำนวน 3 กลุ่ม ได้แก่ ผู้บริหารสถานศึกษา จำนวน 11 คน ครูผู้สอน จำนวน  8  คน  กรรมการสถานศึกษาและผู้ปกครองนักเรียน จำนวน 12 คน  ผู้ทรงคุณวุฒิที่เป็นกลุ่มเป้าหมายในการประชาพิจารณ์ จำนวน 280 คน และผู้ทรงคุณวุฒิที่เป็นกลุ่มเป้าหมายที่ร่วมประชุมปฏิบัติการ จำนวน 19 คน โรงเรียนที่ร่วมทดลองใช้  (ร่าง) รูปแบบ จำนวน 4 โรงเรียน เครื่องมือที่ใช้ในการวิจัยคือ แบบสัมภาษณ์เชิงลึก  แบบบันทึกการสนทนากลุ่ม แบบบันทึกการประชาพิจารณ์ แบบบันทึกการสังเกตการณ์  และแบบประเมินรูปแบบ การวิเคราะห์ข้อมูลเชิงปริมาณ คำนวณหาค่าความถี่ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ส่วนข้อมูลเชิงคุณภาพวิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา (Content  analysis)   ผลการวิจัย พบว่า

1. โรงเรียนขนาดเล็ก ในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเลย เขต 2  มีปัญหาในการบริหารงานทั้ง 4 ด้าน โดยภาพรวมอยู่ในระดับปานกลาง โดยรายการที่มีปัญหาการดำเนินงานเป็นอ้นดับแรก คือ การบริหารงานบุคคล  รองลงมา ได้แก่ การบริหารงานวิชาการ ส่วนรายการสุดท้าย คือ การบริหารงบประมาณและการบริหารทั่วไป

2. รูปแบบบริหารจัดการโรงเรียนขนาดเล็ก ในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเลย เขต 2  มีองค์ประกอบที่สำคัญได้แก่ 1) หลักการ 2)  วัตถุประสงค์ 3) วิธีดำเนินการ  4)  แนวทางการบริหารงานตามกรอบภารกิจของโรงเรียน  5) ทรัพยากรที่ต้องการ 6) บทบาทของผู้ที่เกี่ยวข้อง  7) ผลที่คาดว่าจะได้รับ และ 8)  เงื่อนไขความสำเร็จ

3. ผลการประเมินรูปแบบการบริหารจัดการโรงเรียนขนาดเล็ก  พบว่า รูปแบบการบริหารจัดการโรงเรียนขนาดเล็ก แบบ “ศูนย์การเรียนรวมบางชั้น”  โดยภาพรวม มีผลการประเมินอยู่ในระดับมาก โดยรายการที่มีค่าเฉลี่ยสูงที่สุด คือ ด้านความเป็นประโยชน์ รองลงมา ด้านความเหมาะสมและด้านความสอดคล้อง ตามลำดับ ส่วนรายการที่มีค่าเฉลี่ยต่ำที่สุด คือ ด้านความเป็นไปได้

Abstract

The sample of respondents is the state and school administrators, teachers, parents and students. The research findings were as follows :
