ความสัมพันธ์ระหว่างสมรรถนะของผู้บริหารสถานศึกษากับประสิทธิผลของโรงเรียน สังกัดองค์การบริหารส่วนจังหวัดขอนแก่น

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาสมรรถนะของผู้บริหารสถานศึกษาและประสิทธิผลของโรงเรียนสังกัดองค์การบริหารส่วนจังหวัดขอนแก่น ตามการรับรู้ของข้าราชการครูและบุคลากรทางการศึกษา และ 2) เพื่อศึกษาความสัมพันธ์ระหว่างสมรรถนะของผู้บริหารสถานศึกษากับประสิทธิผลของโรงเรียนสังกัดองค์การบริหารส่วนจังหวัด กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ข้าราชการครูและบุคลากรทางการศึกษา สังกัดองค์การบริหารส่วนจังหวัดขอนแก่น จำนวน 269 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามประมาณค่า สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และค่าสัมประสิทธิ์สหสัมพันธ์เพียร์สัน

ผลการวิจัย พบว่า

1. ระดับสมรรถนะของผู้บริหารสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัดขอนแก่น โดยภาพรวมมีค่าเฉลี่ยอยู่ในระดับมาก เมื่อพิจารณารายด้านพบว่า ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการพัฒนาตนเอง รองลงมาคือ ด้านการพัฒนาศักยภาพบุคคล และด้านการมีวิสัยทัศน์ ตามลาดับ ส่วนด้านที่มีค่าเฉลี่ยต่ำสุดคือ ด้านการวิเคราะห์ สังเคราะห์ และการวิจัย

2. ระดับประสิทธิผลของโรงเรียนสังกัดองค์การบริหารส่วนจังหวัดขอนแก่น โดยภาพรวมมีค่าเฉลี่ยอยู่ในระดับมาก เมื่อพิจารณารายด้านพบว่า ด้านที่มีค่าเฉลี่ยสูงสุดคือ ด้านความสามารถในการพัฒนานักเรียนให้มีเจตคติทางบวก รองลงมาคือ ด้านการพัฒนาศักยภาพบุคคล และด้านความสามารถในการแก้ปัญหาภายในโรงเรียน ตามลาดับ ส่วนด้านที่มีค่าเฉลี่ยต่ำสุดคือ ด้านความสามารถในการปรับเปลี่ยนและพัฒนาโรงเรียน

3. สมรรถนะของผู้บริหารสถานศึกษามีความสัมพันธ์กับประสิทธิผลของโรงเรียนสังกัดองค์การบริหารส่วนจังหวัดขอนแก่น โดยพบว่า มีความสัมพันธ์ทางบวก อยู่ในระดับสูง อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 โดยคู่ที่มีความสัมพันธ์สูงสุด คือ ประสิทธิผลของโรงเรียนด้านความสามารถในการผลิตนักเรียนให้มีผลการเรียนเพิ่มขึ้นอย่างต่อเนื่องมีความสัมพันธ์ทางบวกกับสมรรถนะทางการบริหารการศึกษาของผู้บริหาร ด้านการมีวิสัยทัศน์

The relationship between administator’s competency and effectiveness of school under Khon Kaen provincial administrative organization

This research was designed : 1) to study the principal’s competence and school effectiveness regard for the teacher’s perception, and 2) to study the relationship between the principal’s competence and school effectiveness. The research sample consisted of 269 teachers and educational personnel drawn from schools under Khon Kaen Provincial Administrative Organization. The research instrument applied for data collection was a rating scale questionnaire. The statistics used for data analysis were frequency, percentage, mean, standard deviation and Pearson’s product moment correlation coefficient.

The findings indicated as follows :

1. The total aspect of the principal’s competence was clearly found at a high level. By aspect found obviously was the self development was the highest mean then followed by the personnel’s potential development and the aspect of visions respectively while the analysis, synthesis and research was found evidently at the lowest mean.

2. The school effectiveness was found distinctively at a high level in overall aspect. By aspect it was found evidently that the highest mean was the capability of student development for obtaining the positive attitude and followed by the personnel’s potential development and the capability of solving the problems in school respectively. The capability of change and school development was found at the lowest mean.

3. The principal’s competence was positively associated with the school effectiveness at a high level with the statistical significance at .01 level. The highest relation found was the school effectiveness on the capability of student production to achieve the academic continually was positively associated with the principal’s administrative competence on the vision aspect.
