The Development of Core Competencies of Local Government Personnel in Lan Krabue District, Kamphaeng Phet Province, to Support Local Administration 4.0

Abstract

     This research aimed to: (1) study the levels of soft skills and core competencies among personnel of local administrative organizations in Lan Krabue District, Kamphaeng Phet Province (2) examine the factors influencing to core competencies and (3) explore development approaches to support Local Administration 4.0. A mixed-methods research design was employed. The research population comprised 444 personnel serving in local administrative organizations in Lan Krabue District, Kamphaeng Phet Province. The sample consisted of 210 questionnaire respondents and 8 key informants, selected from a total population of 444 individuals.
     The research findings revealed that 1) The personnel demonstrated a high level of soft skills and core competencies. 2) The soft skills that significantly influenced core competencies were teamwork skills, communication and interpersonal skills, and leadership skills, with multiple regression coefficients of 0.04, 0.30, and 0.35, respectively. These relationships were statistically significant at the 0.05 level and could predict core competencies by 65 percent. And 3) The proposed approaches for developing personnel core competencies included: establishing organizational policies, enhancing human resource potential, and preparing technological readiness to support personnel performance.
