ASEAN and Thailand’s Neutrality State in The Time of War

Abstract
The universal principle of neutrality of states in the time of war is composed of two significant factors. Firstly, neutrality-states shall not participate with belligerent states of warfare. Lastly, the neutrality-states’ right and land integrity which inviolable shall not be ignored or violated by the belligerent states. The principle is to guarantee the neutrality-states’ own interest. However, ASEAN-states and Thailand since World War I until now have never truly had any measures leading the community to the universal neutrality. Even though they have collectively signed the “Zone of Peace, Freedom and Neutrality Declaration (ZOPFAN)” in 1967. The signing of the declaration has not been concretely co-operated among the members, resulting from internal and external threats and influences. To achieve the universal neutrality of ASEAN-state and Thailand, the co-operation among members must be developed or tightened collectively and seriously.
