บทคัดย่อ
ริชาร์ด ทิทมัสส์ (ค.ศ. 1907-1973) นักวิชาการชาวอังกฤษ ผู้มีผลงานด้านนโยบายสังคมและสวัสดิการสังคมที่นักวิชาการรุ่นต่อมาใช้เป็นแนวคิดพื้นฐานสำหรับการศึกษานโยบายสังคมและสวัสดิการสังคม ทิทมัสส์ต่อต้านนโยบายสังคมและสวัสดิการสังคมที่ส่งผลให้เกิดชนชั้นขึ้นในสังคม และสนับสนุนนโยบายสังคมและสวัสดิการสังคมเชิงสถาบันที่เป็นสิทธิของพลเมือง โดยรัฐเป็นกลไกหลักในการดำเนินการเพื่อสร้างความเป็นอยู่ที่ดีของพลเมือง อย่างไรก็ตาม การจัดสวัสดิการสังคมแบบส่วนที่เหลือโดยการทดสอบความจำเป็น สามารถนำมาเป็นสวัสดิการสังคมส่วนเสริมเพื่อช่วยให้บุคคลเข้าถึงสวัสดิการสังคมเชิงสถาบันได้
