Abstract

Richard Titmuss (1907-1973), a British scholar, his contributions to social policy and social welfare have been used by later generations of scholars  as a fundamental concept for the study of social policy and social welfare. He opposed social policies and social welfare that caused social class in society. On the other hand, he supported social policies and institutional social welfare; that is citizens’ rights, which the state is the main mechanism for ensuring the well-being of citizens. However, Residual Social Welfare by Mean-Test can be used as a supplementary social welfare to assist individuals in accessing to institutional social welfare.
