4 ขั้นตอนการสื่อสารกับประชาชน เพื่อการเปลี่ยนแปลงเข้าสู่โทรทัศน์ดิจิทัล

บทคัดย่อ

ประเทศไทยกำลังอยู่ระหว่างการเปลี่ยนผ่านจากโทรทัศน์ระบบอนาล็อก สู่โทรทัศน์ระบบดิจิทัล โดยสำนักงานคณะกรรมการกิจการกระจายเสียง กิจการ โทรทัศน์ และกิจการโทรคมนาคมแห่งชาติ (กสทช.) ได้กำหนดเป้าหมายว่าจะทำให้ ทุกครัวเรือนสามารถรับชมโทรทัศน์ระบบดิจิทัลได้ภายใน ปีพ.ศ.2561 และเพื่อให้ ประชาชนสามารถรับรู้ เข้าใจ และปฏิบัติไปในทิศทางเดียวกัน กสทช. จึงควรทำการ สื่อสารไปยังประชาชน โดยแบ่งเป็น 4 ขั้นตอน คือ การสื่อสารเพื่อสร้างการรับรู้ การสื่อสารเพื่อสร้างความเข้าใจ การสื่อสารเพื่อสร้างความตระหนัก และการสื่อสาร เพื่อสร้างแรงจูงใจ4 Communication Procedure with People for the Change into Digital Television

Thailand is in between the process of changing from analogue television into digital television. The Office of the National Broadcasting and Telecommunications Commission (the NBCT) has specified the target that it would enable most family to view digital television within the year 2018 and to let people be informed, understand and comply in the same direction. Therefore, NBTC should communicate to the viewers. This could be classified into four steps, including communication to create awareness; communication to create understanding; communication to create realization; and communication to create motivation.
