Abstract
งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาประสิทธิภาพการบริหารจัดการงานสาธารณสุขมูลฐานของ อปท. ในประเทศไทย เก็บรวบรวมข้อมูลโดยการสัมภาษณ์ผู้บริหาร บุคลากร อาสาสมัครสาธารณสุขประจำหมู่บ้าน (อสม.) และผู้นำชุมชนในองค์กรปกครองส่วนท้องถิ่น (อปท.) จำนวน 49 แห่ง กระจายทั้ง 4 ภาค ผลการศึกษาพบว่า ด้านปัจจัยนำเข้ามีประสิทธิภาพในระดับปานกลาง ด้านกระบวนการมีประสิทธิภาพในระดับดี และด้านผลการดำเนินงานมีประสิทธิภาพในระดับดี โดยปัจจัยสำคัญที่ส่งผลให้ อปท. มีผลการดำเนินงานดี คือ กระบวนการดำเนินงานที่ชัดเจนเป็นระบบ และปัจจัยด้านผู้บริหารที่ให้ความสำคัญและความใส่ใจในภารกิจนี้
This research aimed to study the efficiency of local authorities in Thailand regarding to the fundamental public health management. Data were collected by interviewing administrators, officers, village public health volunteers and community leaders of 49 local authorities located in the 4 regions.
The study found that the input efficiency of the local authorities was at medium level, the process efficiency was at good level, and the output efficiency was at good level. Factors affecting the performances of the local authorities were the clear and systematic management process and the administrators’ high attention to the task.
