พลวัตของเครือข่ายอำนาจท้องถิ่นในจังหวัดชลบุรี

บทคัดย่อ

บทความนี้ ได้ใช้แนวคิดเครือข่ายทางสังคม ในการวิเคราะห์เครือข่ายอำนาจท้องถิ่นในจังหวัดชลบุรี ซึ่งพบว่า ก่อนทศวรรษ 2540s โครงสร้างอำนาจแบบขั้นเดียวภายใต้การนำของบ้านใหญ่ ก่อรูปขึ้นบนพื้นฐานของเครือข่ายกำนัน/ผู้ใหญ่บ้าน ที่ยึดโยงเข้าด้วยกันผ่านระบบอุปถัมภ์แบบดั้งเดิม การกระจายอำนาจในทศวรรษ 2540s ได้นำเครือข่ายขององค์การบริหารส่วนตำบล เทศบาล องค์การบริหารส่วนจังหวัด และเมืองพัทยา ไปสวมทับกับโครงสร้างอำนาจแบบเดิม อันทำให้จังหวัดชลบุรีมิอาจกระจายอำนาจไปสู้ชุมชนท้องถิ่นได้ โครงอำนาจแบบขั้วเดียวภายใต้การนำของบ้านใหญ่ดังกล่าวนี้เป็นอุปสรรคต่อการปกครองตนเองท้องถิ่นและการกระจายทรัพยากรที่เป็นธรรมDynamics of Local Power Network in Chonburi Province

This article utilizes the social network perspective for analyzing local power network in Chonburi Province. It finds that before the decade of 1997s a single-pole power structure under the leadership of the big house has been formulated on the basis of the network of subdistrict heads and village heads linking together through the traditional form of patronage system. Owing to the power decentralization in 1997, the power networks of subdistrict administrative organizations, municipalities, provincial administrative organizations, and Pataya City have been formed in accordance with the traditional power structure : leading Chanburi to failure in power decentralization into local communities. This form of the single-pole power structure under the leadership of the big house is an obstacle for local self governance and just distribution of resources.
