บทคัดย่อ

การจัดเก็บภาษีรถยนต์มือสองในประเทศไทยเป็นปัญหาที่สำคัญที่ส่งผล กระทบต่อหน่วยงานภาครัฐและผู้ประกอบการธุรกิจที่เกี่ยวข้อง ปัจจุบันมีการหลีก เลี่ยงและละเลยจึงทำให้ตัวเลขในการเก็บภาษีต่ำกว่าความเป็นจริงอย่างมาก บทความนี้จะอภิปรายถึงปัญหาในการจัดเก็บภาษีรถยนต์มือสอง ได้แก่ ลักษณะการ หารถยนต์มือสองเข้ามาขายของผู้ประกอบการ วิธีการหลีกเลี่ยงภาษีนำเข้ารถยนต์ มือสองจากต่างประเทศ ปัญหาความชำรุดบกพร่อง ปัญหาการโอนกรรมสิทธิ์ไม่ได้ ปัญหาการจัดเก็บภาษีมูลค่าเพิ่ม การคิดอัตราภาษีรถยนต์และค่าธรรมเนียมในการ โอนกรรมสิทธิ์รถยนต์ และภาษีมูลค่าเพิ่มTax Collection Problems of Used-Cars in Thailand

Tax collection problems of used car in Thailand affected the government sectors and the entrepreneurs involved. Meanwhile, many stakeholders who were related to tax collection such as used-car business owners and state officer neglected or ignored it. As a result, state got lower tax income than expectation. The findings showed that the problems in tax collection of used car which affected government sectors involved in tax collection were business owner’s procurement process of used car for sales, import tax payment avoidance, defect or damage of the used car, possessory right transfer, VAT collection, tax rate and possessory right transfer fee and VAT system.
