แนวทางการกำหนดนโยบายการจัดการข้อมูลวิจัย ของมหาวิทยาลัยเปิดในเอเชีย (The research data management policy guidelines in the Open Universities in Asia)

Abstract

งานวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบันของนโยบายการจัดการข้อมูลวิจัยของมหาวิทยาลัยเปิดในเอเชีย 2) สังเคราะห์แนวปฏิบัติที่ดีของนโยบายการจัดการข้อมูลวิจัยในมหาวิทยาลัยเปิดในต่างประเทศและ 3) เสนอแนวทางการกำหนดนโยบายของการจัดการข้อมูลวิจัยของมหาวิทยาลัยเปิดในเอเชีย งานวิจัยนี้เป็นการวิจัยเชิงคุณภาพ กลุ่มตัวอย่างเป็นผู้บริหารและผู้ปฏิบัติงานด้านข้อมูลวิจัยของมหาวิทยาลัยเปิด 8 แห่งที่เป็นสมาชิกของสมาคมมหาวิทยาลัยเปิดแห่งอาเซียน จำนวน 16 คน และผู้ทรงคุณวุฒิจำนวน 10 คน รวมจำนวน 26 คน เครื่องมือการวิจัยคือ แบบบันทึกข้อมูลและแบบสัมภาษณ์ การวิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา โดยมีการศึกษา 3 ขั้นตอนจากการสัมภาษณ์ การวิเคราะห์เอกสาร และการประชุมกลุ่ม ผลการวิจัยพบว่า 1) สภาพปัจจุบันของนโยบายการจัดการข้อมูลวิจัยของมหาวิทยาลัยเปิดในเอเชีย พบว่าทุกแห่ง มีการจัดเก็บฐานข้อมูลวิจัยและฐานข้อมูลห้องสมุด ส่วนการจัดเก็บข้อมูลวิจัยในคลังสารสนเทศสถาบันมี 4 แห่งจากจำนวนกลุ่มตัวอย่าง 8 แห่ง และมีการเผยแพร่ข้อมูลผลการวิจัยในรูปวารสาร เอกสารการประชุมวิชาการและรายงานการวิจัย แต่ยังไม่มีนโยบายการเผยแพร่ข้อมูลวิจัย 2) ผลการสังเคราะห์แนวปฏิบัติที่ดีของนโยบายการจัดการข้อมูลวิจัยในมหาวิทยาลัยเปิดพบว่าองค์ประกอบของนโยบายการจัดการข้อมูลในมหาวิทยาลัย ต่างประเทศส่วนใหญ่มี 5 ด้าน ได้แก่ ขอบเขต เป้าหมาย หลักการ บทบาทความรับผิดชอบ และคำจำกัดความและ 3) แนวทางการกำหนดนโยบายของการจัดการข้อมูลวิจัยของมหาวิทยาลัยเปิดในเอเชีย ประกอบด้วยการจัดตั้งคณะทำงานฯ พิจารณาในด้านหลักการ ความรับผิดชอบ ข้อกำหนดทางจริยธรรม ข้อกำหนดทางกฎหมายและด้านการทำงานร่วมกัน โดยมีประเด็นหลักที่ต้องพิจารณาคือด้านลิขสิทธิ์ในการเผยแพร่ข้อมูลวิจัย

This research aimed: 1) to study the current status of the research data management policy in the Open Universities in Asia.; 2) to synthesize the best practices of the research data management policy in the Open Universities; and 3) to develop the guidelines to design the research data management policy in the Open Universities in Asia. This research employed qualitative methods with in-depth interviews of 16 staff from 8 member institutions from ASEAN Open Universities and 10 research experts. Purposive sampling was used to select the sample. The research tools included interviewing and recording documents. The research has been analyzed using content analysis in three steps by interviewing, document analysis and focus group. The research findings were as follows: 1) the current status of the research data management policy in the Open Universities in Asia was the collection and dissemination of research articles in journals, proceedings, research databases, and library databases. However, institutional repositories were not applied in all Open Universities. Most universities applied the government open data policy but were still ingenuous of such research data publication. 2) The synthesis of the research data management policy in the Open Universities was composed of at least 5 components such as scope, aims, principle, roles, and responsibilities and definition. 3) The guidelines to design the research data management policy in the Open Universities were the working group to determine principles, responsibilities, ethical requirements, legal requirement, collaborative working, especially the copyright issues of research data.
