Development of Investment Promotion Management Models in Luang Prabang City, Lao People’s Democratic Republic (Lao PDR)

Abstract

The purposes of this research were 1. to study the status, problems and needs of investment promotion management in Luang Prabang city, Lao PDR; 2. to develop a model for investment promotion management in Luang Prabang city, Lao PDR; and 3. to implement and evaluate the designed models for investment promotion management in Luang Prabang city, Lao PDR. This research is a Participatory Action Research (PAR) in which in-depth interview, a focus-group conversation, brainstorming and real practice were used to collect the data. The target group was consisted of participants who were administrators in different divisions and relevant government scholars, representatives of investing promotion-management committees, representatives of One Stop Service, representatives of investors, representatives of international organizations, and representatives of citizens. The data was checked by data triangulation; and content analysis was applied for data analysis. The results of the research  1) The models to develop investment promotion management in Luang Prabang city, Lao PDR were found in 3 models including the model of government investment promotion management, the model of private investment promotion management and the model of investment promotion management budgeted by foreign countries. 2) Regarding the problems of investment promotion management in Luang Prabang, research revealed that. The needs of the model for investment promotion management were found in three aspects: (1) for the government investment promotion management model; the government was needed to promote occupation and develop the quality of lives of the residents in the community as well as to provide enough facilities in tourist attractions; (2) for the model of private investment promotion management, it needed businesses and products of the tourism industry to be promoted in order to advance tourism; and (3) for the model of investment promotion management budgeted by foreign countries, it needed the projects to be supported with sufficient budget to help government reduce burden. 3) The outcome model for development of investment promotion management in Luang Prabang province Laos PDR. In three models found that the consideration and approval should be in the same direction in five issue such as tourism promotion along with agriculture development education public-health and media communication in tourism and investment. all of these task the public sector could be used for changing in the investment promotion management in Luang Prabang province.
