กลยุทธ์การบริหารจัดการน้ำเพื่อการเกษตรขององค์การบริหารส่วนตำบลในเขตพื้นที่ จังหวัดพิษณุโลก

บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนากลยุทธ์การบริหารจัดการน้ำเพื่อการเกษตรขององค์การบริหารส่วนตำบลในเขตพื้นจังหวัดพิษณุโลก มีวิธีดำเนินการดังนี้ 1. การศึกษาสภาพ ปัญหา และปัจจัยที่เกี่ยวข้องกับการบริหารจัดการน้ำเพื่อการเกษตรขององค์การบริหารส่วนตำบลในเขตพื้นที่จังหวัดพิษณุโลกด้วยแบบสอบถาม และการสนทนากลุ่ม วิเคราะห์ข้อมูลโดยการแจกแจงความถี่ หาค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน 2. การพัฒนากลยุทธ์และการประเมินกลยุทธ์ฯ ด้วยการวิเคราะห์เอกสาร สัมภาษณ์ การประชุมเชิงปฏิบัติการ การสัมมนาอิงผู้เชี่ยวชาญ และแบบประเมิน วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา การหาค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน ผลการศึกษาพบว่า 1) สภาพการบริหารจัดการน้ำเพื่อการเกษตรฯ พบว่า องค์การบริหารส่วนตำบลส่วนใหญ่ให้ความสำคัญกับการบริหารจัดการน้ำเพื่อการเกษตร มีการจัดทำแผนการจัดการน้ำเพื่อการเกษตร และมีการนำแผนฯ เป็นแนวทางการจัดทำแผนปฏิบัติการประจำปี ส่วนปัญหาพบว่า ขาดเจ้าหน้าที่ และโครงสร้างการบริหารจัดการน้ำเพื่อการเกษตรไม่สอดคล้องกับสภาพพื้นที่ สำหรับปัจจัยที่เกี่ยวข้อง พบว่า นโยบายของรัฐบาลเอื้อต่อการให้องค์การบริหารส่วนตำบลดำเนินการบริหารจัดการน้ำเพื่อการเกษตร 2) กลยุทธ์ที่พัฒนาขึ้นมี 11 กลยุทธ์ 3) ผลการประเมินกลยุทธ์ฯ พบว่ากลยุทธ์ฯ มีความสอดคล้อง ความเหมาะสม ความเป็นไปได้ และการยอมรับได้ อยู่ในระดับมากถึงมากที่สุด
