จากสนธิสัญญาลิสบอนถึง Brexit-กระแสการเปลี่ยนแปลงในยุโรป

สหราชอาณาจักรได้จัดให้มีการลงประชามติเมื่อวันที่ 23 มิถุนายน ค.ศ. 2016 เพื่อถอนตัวออกจากการเป็นสมาชิกภาพของสหภาพยุโรป (Brexit) รัฐบาลของสหราชอาณาจักรได้ใช้ประโยชน์จากมาตรา 50 ของสนธิสัญญาลิสบอน (The Treaty of Lisbon) และได้กำหนดวันที่จะออกจากสหภาพยุโรปคือ วันที่ 29 มีนาคม ค.ศ. 2019 แต่ข้อกำหนดของสนธิสัญญาได้บัญญัติกระบวนการต่าง ๆ ในการถอนตัว โดยต้องจัดให้มีข้อตกลงการถอนตัวระหว่างสหภาพยุโรปและสหราชอาณาจักร ซึ่งจะต้องเป็นที่ยอมรับทั้งสองฝ่าย แต่ปัจจุบันข้อตกลงดังกล่าวยังไม่ประสบความสำเร็จ ดังนั้น สหภาพยุโรปจึงได้ขยายระยะเวลากระบวนการถอนตัวของสหราชอาณาจักรออกไป หากต้องออกจากสหภาพยุโรป สหราชอาณาจักรยังคงต้องการได้รับสิทธิพิเศษต่าง ๆ จากสหภาพยุโรปต่อไปเช่นเดิม โดยเฉพาะการเปิดเสรีทั้ง 4 ด้านคือ ด้านสินค้า บริการ เงินทุนและบุคคล แต่สหราชอาณาจักรประสงค์จะเปิดเสรีกับสหภาพยุโรปเพียง 3 ด้านเท่านั้น โดยยกเว้นการเปิดเสรีด้านการเคลื่อนย้ายบุคคล แต่สหภาพยุโรปไม่เห็นด้วย ทางออกของสหราชอาณาจักร ไม่ว่าจะอยู่ในสหภาพยุโรปต่อไปโดยการยกเลิกการเจรจา Brexit หรือลาออกโดยไม่มีข้อตกลงการถอนตัว หรือจัดให้มีการลงประชามติใหม่อีกครั้งหนึ่ง ย่อมส่งผลกระทบต่อการเมืองและระบบเศรษฐกิจของสหราชอาณาจักรและสหภาพยุโรปโดยรวม
