Good Governance about Foreign Worker Management in Fishing and Processing Cold Storage Industry on the Central Coastal Provinces

Abstract

The study of the good governance about foreign worker management in the industry of fishing and seafood processing cold storage industry in central coastal provinces aims at studying the corporate governance in accordance with the rules of law, virtues, transparency, participation, responsibility and worthiness. This attributes to know the fact of the foreign worker management in the industry of fishing and seafood processing cold storage industry in central coastal provinces. The results of 618 foreign worker samplings reveal those as follows:

1. The analysis of the good governance is at high level ( =3.83). The rules of law is at high level ( =3.83); virtues are at high level ( =3.89), transparency is at high level (=3.79); participation is at high level ( =3.89); responsibility at high level ( =3.78); and worthiness is at high level ( =3.83).

2. The analysis of the foreign worker management is at high level ( =3.78). Welfare and labor protection management is at high level ( =3.83); education management is at high level ( =3.79), public health management is at high level ( =3.77); birth registration management is at high level ( =3.72); and the access to the process of equity management is at high level ( =3.77).

3. The test on the hypothesis, “relationship between good governance and the foreign worker management” results in as follows:

Hypothesis 1 : The good governance relates to the welfare and labor management consisted of benefits of labor, wage assurance, protection as labors being sent back to their native places, the labor living quality promotion, and workplace security. The components underline a canonical correlation of significant level equals to 0.9134.

Hypothesis 2 : The good governance relates to education management consisted of education provision, information on labor rights, the child labor education development, the recognition of the use of foreign workers. The result shows the canonical correlation level of 0.8782.

Hypothesis 3 : The good governance relates to the public health management consisted of disease control, hospitality, security and health, environment and accommodation problems, and violation of child labor’s rights. The result shows the canonical correlation level of 0.8890. Hypothesis 4 : The good governance relates to the birth registration management consisted of foreign worker system management, and law protection. The result shows the canonical correlation level of 0.7782.
