กรอบแนวคิดในการวิเคราะห์ปัญหาการไม่ประสานงานกันและไซโลซินโดรม

บทคัดย่อ
บทความนี้มีวัตถุประสงค์เพื่อทบทวนกรอบแนวคิดปัญหาการไม่ประสานงานกันและไซโลซินโดรม (Silo syndrome) ในหน่วยงานภาครัฐ และพัฒนาขึ้นเป็นกรอบแนวคิดในการศึกษาปัญหาการไม่ประสานงานกันและไซโลซินโดรมที่เหมาะสมกับระบบราชการไทย เริ่มต้นจากการอธิบายถึงการให้นิยามความหมายความจำเป็นและสำคัญของการประสานงาน และอุปสรรคในการประสานงาน ในส่วนต่อไปจะกล่าวถึงปัญหาไซโลซินโดรมซึ่งฝังแฝงอยู่กับระบบราชการผ่านการให้คุณค่ากับสายบังคับบัญชาและวัฒนธรรมการเมืองแบบเผด็จการอำนาจนิยมและผลกระทบจากกระแสการปฏิรูประบบราชการ อันก่อให้เกิดสภาวะแตกกระจายและการแบ่งแยกความชำนาญเฉพาะภายในโครงสร้างองค์การภาครัฐ ซึ่งนำไปสู่ความล่าช้าในการตัดสินใจ ความซ้ำซ้อนการให้บริการที่ขาดประสิทธิภาพ และเป็นอุปสรรคในการประสานงานระหว่างหน่วยงานภาครัฐในปัจจุบันที่จำเป็นต้องอาศัยความร่วมมือหลายหน่วยงาน ส่วนสุดท้าย เป็นการเสนอกรอบแนวคิดเพื่อวิเคราะห์ปัญหาการประสานงานและไซโลซินโดรมของระบบราชการไทย
