Abstract

This article reviews the conceptual framework of non-coordination and silo syndrome problems in government agencies, and develop a conceptual framework for study the problem of non-coordination and silo syndrome that is suitable for Thai bureaucratic system. It starts by offering definitions and explaining the necessity of, and obstacles to, coordination, including ignorance of other agencies, secrecy and privacy, risk avoidance, and turf protection. The next section discusses silo syndrome problems embedded in the bureaucratic system by respecting the chain of command and authoritarian political culture. In addition, an international wave of bureaucratic reform led to fragmentation and specialization within government organization structures, resulting in decision-making delays, overlaps, service inefficiencies, and incoordination between government agencies when multi-agency cooperation is required. Finally, it presents a conceptual framework to analyze non-coordination and silo syndrome problems in the bureaucratic system of Thailand.
