Abstract

Quantitative and qualitative research were used to study methods to increase budget management efficiency for medical supply categories: A case study of Faculty of Medicine Siriraj Hospital, Mahidol University, Thailand. 30 samples were hospital budget management personnel responsible for medical care mission investment budgeting, including six budget planners. Data was gathered by questionnaire and in-depth interviews.


Results were that budget management efficiency was challenged before, during, and after budgets were put into effect. Before, samples lacked detailed knowledge and understanding of clear and complete budgetary procedures for medical supplies, especially pre-procurement reviewing and editing details of medical supply characteristic. Medical equipment technology developments and limited schedule for revisions caused these problems, leading to delays. During the process, samples lacked knowledge and understanding of new budget management and government procurement regulations, increasing workflow and requiring more processing time. After the process, the investment budget was spent, without achieving all goals.


These findings suggest that samples should focus on budgetary spending within annual limits, expediting processes by considering public impact. New guidelines should be drafted to educate relevant personnel about new and extant rules and regulations. Participatory management, control, monitoring and supervision at all operational stages should be goals, with results reported to catch errors with efficient communication systems. Clear work schedules should serve as guidelines for correct operations, with experts benefiting from advice to plan each step, viewing the entire process more clearly.
