HR Transformation in the Thai Public Sector

Abstract
This paper aims to explore human resource management transformation in the Thai public sector and explain the factors that influence the transformation. Using the mixed methodology, the findings reveal that the changing environment contributes to increasing expectation of the stakeholders. Some examples of the expectation in the public organizations should analyze and identify the significant stakeholders, and the human resource department should understand the direction of human resource management strategies. The factors that influence the transformation are 1) specific stakeholder expectations 2) outcomes of stakeholder expectations and 3) outcomes of organizational capability, HR strategy, and HR organization. The implication is that by decentralizing human resource management authority to serve the expectation for better public service and innovation creation for people living, the public sector should transform the HR strategy by considering demands driven by manpower planning and changes in the HR organization.
